India’s approach to migration grounded in dignity, respect for rights: MoS Kirti Vardhan Singh

India’s approach to migration is rooted in dignity and respect for the rights of migrants, stated Minister of State for External Affairs Kirti Vardhan Singh at the 7th Global Forum on Migration and Development (GFMD) in Paris. The country prioritizes a human-centric approach, focusing on safe, orderly, and regular migration pathways.

Singh highlighted India’s long history as a source, destination, and transit country for migrants, emphasizing the complexities and benefits of migration. He detailed several initiatives undertaken by India to protect and empower migrants, both within the country and abroad. These include establishing a dedicated Migrant Welfare Fund to provide assistance to Indian nationals in distress abroad, and strengthening bilateral agreements with various countries for the protection of migrant workers.

The minister emphasized the importance of international cooperation in addressing migration challenges. He advocated for a comprehensive and balanced approach that considers the needs of both migrants and host countries. India supports the Global Compact for Safe, Orderly and Regular Migration (GCM) and actively participates in international forums to promote responsible migration governance.

Specifically, Singh discussed the ‘e-migrate’ system, a platform designed to streamline and regulate the recruitment of Indian workers for overseas employment, reducing exploitation and ensuring fair labor practices. He also mentioned the Pravasi Bharatiya Divas (Non-Resident Indian Day) as a platform to engage with the Indian diaspora and address their concerns.

India’s stance prioritizes skill development and capacity building of potential migrants, preparing them for overseas employment opportunities. The government is also working to enhance data collection and analysis on migration trends to inform policy-making. Singh reiterated India’s commitment to working with international partners to create a more inclusive and equitable migration framework, ensuring the protection of migrant rights and fostering sustainable development. The focus remains on creating a system where migration is a choice, not a necessity driven by desperation.
