SC criticises Punjab govt. for inability to curb drug menace

The Supreme Court strongly criticized the Punjab government’s handling of the drug menace, deeming its efforts “unsatisfactory” and expressing concern over the widespread availability of drugs despite previous directives. A bench led by Justice Sudhanshu Dhulia highlighted the state’s failure to effectively curb the manufacturing, sale, and consumption of drugs, particularly within a 500-meter radius of schools and educational institutions.

The court was hearing a Public Interest Litigation (PIL) concerning the drug problem in Punjab. The state government presented data indicating seizures of heroin, poppy husk, and other narcotics, but the court found this insufficient, noting the continued prevalence of drug abuse. The bench questioned the effectiveness of the existing legal framework and enforcement mechanisms.

Specifically, the court expressed dissatisfaction with the slow progress in identifying and prosecuting kingpins involved in the drug trade, focusing instead on small-time peddlers. It emphasized the need for a more comprehensive approach targeting the entire supply chain, from source to consumer.

The court directed the Punjab government to strengthen its Special Task Force (STF) and equip it with adequate resources, including manpower and technology, to effectively combat the drug menace. It also called for a detailed report outlining concrete steps taken to address the issue, including measures to prevent the diversion of narcotics intended for medical use.

Furthermore, the court raised concerns about the lack of rehabilitation and de-addiction facilities in the state. It urged the government to invest in these facilities to provide support and treatment to those struggling with drug addiction. The court scheduled the next hearing in two weeks, demanding a comprehensive action plan from the Punjab government. The core message was a demand for more proactive and effective measures to tackle the deeply entrenched drug problem in Punjab, moving beyond mere seizures to address the root causes and provide long-term solutions.
