Bengaluru civic polls are facing uncertainty due to disagreements over timing between political parties. The State Election Commission (SEC) initially announced elections for the Bruhat Bengaluru Mahanagara Palike (BBMP) and other urban local bodies (ULBs) on December 27, 2023, but this was stayed by the Karnataka High Court.
The core dispute revolves around reservations for Other Backward Classes (OBCs). The SEC implemented reservations based on the 2022 census data, which the High Court found problematic, leading to the stay. The court directed the government to determine OBC reservation quantum based on the latest empirical data from a dedicated commission.
Currently, the government is establishing a commission to collect this data, a process expected to take six to eight months. This timeline effectively postpones the elections.
The Congress-led state government favors delaying the polls until the OBC reservation issue is resolved, ensuring legal validity and fairness. They argue that rushing the election process without proper data would be legally vulnerable.
The BJP strongly opposes the delay, accusing the Congress of fearing defeat and attempting to manipulate the electoral process. They advocate for holding the elections immediately, utilizing the existing reservation matrix, and argue that further delay is undemocratic. They suggest the government is intentionally delaying the process.
The Janata Dal (Secular) also criticizes the postponement, aligning with the BJP’s stance.
The delay impacts the functioning of the BBMP, as the current term of the council ended in September 2022, and administration is currently handled by a commissioner and special officers. This arrangement lacks elected representatives and public accountability.
The SEC is awaiting the government’s decision on the reservation quantum and the completion of the commission’s report before announcing a new election date. The situation remains fluid, with legal challenges and political maneuvering continuing to shape the timeline for Bengaluru’s civic elections.
