Bangladesh failed to give ‘actionable response’ to diplomatic notes: India

India has expressed dissatisfaction with Bangladesh’s response to multiple diplomatic notes regarding cross-border crime, particularly concerning insurgent groups operating from Bangladeshi territory. These notes, delivered over the past year, detailed specific instances of camps and activities of Indian insurgent groups within Bangladesh, along with requests for actionable intelligence and coordinated action.

The core issue is Bangladesh’s failure to provide concrete responses or evidence of action taken against these groups, despite acknowledging receipt of the notes. Indian officials state the replies received were largely non-committal, often citing a lack of evidence or claiming the locations mentioned were uninhabited areas. This lack of responsiveness is viewed as hindering India’s counter-insurgency efforts.

Specifically, concerns revolve around groups from Northeast India, including those operating in Manipur and other states. India alleges these groups utilize Bangladeshi territory for recruitment, training, and logistical support. The diplomatic notes included details on identified camps, leaders, and activities.

Sources indicate India has shared satellite imagery and other forms of intelligence to support its claims. However, Bangladesh has not substantiated these claims with independent verification or demonstrated dismantling of the alleged camps.

The situation has led to frustration within Indian security establishment, as it impacts the ability to effectively address insurgent threats. While Bangladesh has previously cooperated on security matters, this recent lack of responsiveness is a point of concern.

India continues to engage with Bangladesh through diplomatic channels, urging a more proactive approach to addressing the issue. The matter is expected to be discussed during upcoming high-level meetings between the two countries. The focus remains on fostering better coordination and intelligence sharing to ensure border security and regional stability. India seeks tangible action demonstrating Bangladesh’s commitment to preventing its territory from being used for activities detrimental to India’s security.
