## NITI Aayog Report on School Education: Key Findings

While Gross Enrolment Ratio (GER) has improved, especially at the primary level, consistent retention through secondary education is lacking. Factors contributing to dropouts include financial constraints, social norms, lack of relevance in curriculum, and inadequate infrastructure.

**Learning Outcomes:** Foundational learning levels, specifically in literacy and numeracy, are alarmingly low. A significant percentage of students in higher grades still struggle with basic reading and arithmetic skills. Learning loss exacerbated by pandemic-related school closures is a key driver. State Learning Outcome Frameworks (SLOFs) are not consistently implemented or aligned with National Curriculum Framework (NCF).

**Systemic Weaknesses:** The report identifies several systemic issues. These include inadequate teacher training, insufficient investment in education (particularly in learning enhancement programs), and a lack of focus on individualized learning. Data collection and analysis are fragmented, hindering effective monitoring and evaluation of educational interventions.

**State Variations:** Significant disparities exist across states in both retention and learning outcomes. Southern states generally perform better than those in the North and East. The report emphasizes the need for state-specific strategies tailored to local contexts.

**Recommendations:** The report advocates for strengthening early childhood care and education (ECCE), improving teacher quality through continuous professional development, and leveraging technology for personalized learning. It stresses the importance of community involvement in school management and addressing socio-economic barriers to education. Increased investment in education, particularly in areas with low learning outcomes, is crucial. The report also calls for better data systems to track student progress and inform policy decisions. Focus on bridging the digital divide and ensuring equitable access to quality education for all students is paramount.
