How does Kerala plan to tackle oil spill hazards?

Kerala is bolstering its oil spill response capabilities due to increasing maritime traffic and the potential for accidents. The state government, along with the Indian Coast Guard, is focusing on preparedness, aiming for a coordinated response system.

Key initiatives include establishing a dedicated Marine Enforcement Force with 12 patrol vessels and trained personnel to monitor coastal areas and enforce regulations. A comprehensive Oil Spill Disaster Management Plan is being updated, incorporating vulnerability assessments of the coastline and identifying sensitive areas like fishing harbors, mangroves, and tourist destinations.

The plan emphasizes a tiered response system. Tier 1 involves immediate action by port authorities and vessel operators. Tier 2 activates state-level resources, including the Marine Enforcement Force, Fire and Rescue Services, and local authorities. Tier 3 triggers national-level assistance from the Coast Guard, National Disaster Management Authority (NDMA), and other central agencies.

Kerala is procuring specialized oil spill response equipment, including booms, skimmers, dispersants, and personal protective equipment, to be strategically located along the coast. Training programs are being conducted for personnel involved in oil spill response, covering containment, recovery, and cleanup techniques.

Collaboration with neighboring states like Tamil Nadu and Karnataka is being strengthened for a coordinated regional response. The state is also exploring the use of technology, such as satellite monitoring and drone surveillance, for early detection and assessment of oil spills.

A significant challenge is the large number of fishing boats operating along the Kerala coast, many of which lack adequate safety equipment and training. Efforts are underway to educate fishermen about oil spill reporting procedures and involve them in response efforts.

The government acknowledges the ecological and economic impacts of oil spills on the state’s fisheries, tourism, and coastal ecosystems, and aims to minimize these impacts through proactive preparedness and a swift, effective response. Funding is being allocated for infrastructure development, equipment procurement, and training programs to enhance Kerala’s oil spill response capacity.
