KGBV contract teachers allege forced transfers; Samagra Shiksha says move is per contract

Andhra Pradesh’s contract teachers working in KGBVs (Kasturba Gandhi Balika Vidyalayas) are protesting forced transfers issued by the Samagra Shiksha Abhiyan. These teachers, employed on contracts for several years, allege the transfers are arbitrary and violate the terms of their initial appointments.

The core issue revolves around a recent transfer order affecting approximately 1,500 teachers across the state. Teachers claim they were moved to remote locations with inadequate facilities, disrupting their lives and the education of students. Many report being transferred despite having served in their current locations for extended periods and possessing good performance records.

Samagra Shiksha, the implementing agency for education schemes, defends the transfers stating they are in accordance with the contract terms agreed upon during recruitment. Officials assert the contract explicitly allows for transfers based on administrative requirements. They maintain the transfers are necessary to rationalize teacher distribution and address staffing gaps in various KGBVs.

Teachers counter this argument, pointing to the initial recruitment notifications which, they claim, did not clearly outline the possibility of frequent or arbitrary transfers. They allege a lack of transparency in the transfer process and accuse officials of disregarding seniority and personal circumstances.

The teachers’ union has submitted a memorandum to the government requesting a review of the transfer orders and a commitment to a more transparent and equitable transfer policy. They are seeking assurances that future transfers will consider factors like seniority, performance, and personal hardships.

The situation has created uncertainty and anxiety among the affected teachers, impacting morale and potentially disrupting the academic schedule in the KGBVs. The dispute highlights the precarious employment conditions of contract teachers and the need for clear and consistent policies regarding their terms of service. The Samagra Shiksha department maintains it is acting within the bounds of the contract, while teachers insist the transfers are unfair and detrimental to the quality of education provided in KGBVs.
