RBI officers seek Governor’s intervention to correct promotion policy

Reserve Bank of India (RBI) officers have appealed to Governor Shaktikanta Das for intervention regarding perceived anomalies in the promotion policy, specifically within the General Cadre. A significant concern revolves around the implementation of a three-tier promotion system introduced in 2016, which officers argue has created stagnation and reduced opportunities for advancement.

The core issue is the disproportionate weightage given to the length of service in the new system. Officers claim that experience, while valuable, is overshadowing merit and performance evaluations. This has resulted in a situation where officers with strong performance records are being overlooked for promotions in favor of those with longer tenures, even if their performance is comparatively weaker.

The All India Reserve Bank Officers’ Federation (AIRBOF) representing a majority of RBI officers, has highlighted that the current policy negatively impacts motivation and efficiency. They argue that it discourages officers from striving for excellence, as performance has a diminished impact on career progression. The federation points out that the three-tier system, intended to streamline promotions, has instead created bottlenecks and a sense of unfairness.

Specifically, the officers are requesting a review of the weightage assigned to service length versus performance in the promotion criteria. They propose a more balanced approach that recognizes and rewards consistent high performance. They also seek clarity on the implementation of the policy and a mechanism for addressing grievances related to promotion decisions.

The AIRBOF has submitted a detailed representation to the Governor outlining these concerns and requesting a meeting to discuss potential solutions. They emphasize that a fair and transparent promotion policy is crucial for maintaining the morale and effectiveness of RBI officers, ultimately impacting the central bank’s overall performance. The officers believe that rectifying the current system will ensure that the best talent is recognized and utilized effectively within the RBI.
