Pre-SIR mapping picks up speed in Hyderabad, reaches 37%

Hyderabad is accelerating its “pre-Sir” mapping initiative, a comprehensive property survey aimed at establishing a clear digital record of land ownership and property details before the implementation of the Digital Property Card (DPC) system under the Survey of India (SoI). This mapping project, conducted by a consortium led by Genesys International Corporation, focuses on creating a Geographic Information System (GIS) database.

Currently, 38 of Hyderabad’s 57 circles are undergoing mapping, with 17 completed and the remaining expected to finish by December 2024. The project utilizes drone technology, high-resolution cameras, and mobile mapping systems to capture data on buildings, boundaries, and land use. This data is then georeferenced and integrated into a GIS platform.

The primary goal is to resolve property disputes and provide a transparent and accurate land record system. Existing records are often outdated or incomplete, leading to legal complexities. Pre-Sir mapping aims to address these issues by creating a reliable base map for the DPC system.

The project involves verifying existing records with ground realities and updating them accordingly. Field staff are conducting door-to-door surveys to collect information and resolve discrepancies. Citizens are encouraged to cooperate with the survey teams and provide accurate details.

The DPC system, once implemented, will provide each property owner with a unique identification number and a digital property card containing all relevant information. This will streamline property transactions, reduce fraud, and improve urban planning.

Challenges include navigating densely populated areas, dealing with unauthorized constructions, and ensuring data accuracy. The Hyderabad Metropolitan Development Authority (HMDA) is overseeing the project and coordinating with various stakeholders. The initiative is expected to significantly improve land administration and contribute to the city’s overall development. The project is funded by the state government and aims to create a modern, efficient, and transparent land record system for Hyderabad.
