KGBV contract teachers allege forced transfers; Samagra Shiksha says move as per contract

Andhra Pradesh’s contract teachers working in Kasturba Gandhi Balika Vidyalayas (KGBVs) are protesting forced transfers initiated by the Samagra Shiksha Abhiyan. These teachers, employed on a contract basis for several years, allege the transfers are arbitrary and violate the terms of their initial appointment.

The core issue revolves around a recent directive from the Samagra Shiksha state project director ordering the transfer of approximately 2,300 KGBV contract teachers. Teachers claim they were initially recruited for specific KGBVs and the transfer order disrupts their stability and the educational continuity for students, particularly those in remote areas. Many have been serving in their current locations for over a decade.

Samagra Shiksha defends the transfers, stating they are in accordance with the contract conditions agreed upon during recruitment. Officials point to a clause allowing for transfers based on administrative requirements. They maintain the transfers are necessary to rationalize teacher distribution and address staff shortages in certain KGBVs. The department also asserts that the transfers are being conducted transparently and based on seniority.

Teachers’ unions dispute this, arguing the contract didn’t explicitly outline such large-scale, forced transfers. They highlight the emotional and financial burden imposed on teachers, many of whom have established lives and families in their current locations. Concerns have also been raised about the impact on girls’ education, as frequent teacher changes can disrupt the learning environment.

The teachers have been staging protests and submitting petitions to authorities, seeking a reversal of the transfer orders or at least a more considerate implementation process. They are demanding that the Samagra Shiksha department consider their long years of service and the specific needs of the KGBV system. The situation remains tense, with teachers vowing to continue their agitation until their grievances are addressed. The Andhra Pradesh High Court is currently hearing petitions challenging the transfer orders.
