Lokayukta directs top officials to be added as respondents in K.R. Circle underpass case

The Karnataka Lokayukta has directed the addition of several top officials as respondents in a case concerning irregularities in the construction of the KR Circle underpass in Mysuru. These officials include the Chief Secretary to the Government of Karnataka, the Principal Secretary of the Public Works Department (PWD), the Commissioner of Mysuru City Corporation (MCC), and the former and current Superintending Engineers of the PWD’s Mysuru circle.

The direction stems from a complaint filed by social activist T.M. Nagaraj alleging substandard work and deviations from approved plans in the underpass project, costing approximately ₹76 crore. Nagaraj claims the underpass developed cracks and showed signs of poor quality construction shortly after its inauguration in February 2023.

The Lokayukta court, led by Justice B. Venkatesh, noted discrepancies in the project’s execution, including the use of inferior materials and alterations to the original design without proper authorization. Specifically, the complaint highlights issues with the quality of bitumen used and the lack of proper drainage systems, contributing to waterlogging.

Previously, the respondents in the case were limited to the contractor and the executive engineer. The Lokayukta deemed it necessary to include higher-ranking officials to investigate potential systemic failures and accountability at the administrative level. The court believes their involvement is crucial to determine if proper oversight and adherence to guidelines were maintained throughout the project.

The court has requested detailed responses from the newly added respondents within four weeks, outlining their roles and responsibilities in the project’s approval, execution, and monitoring. This includes explanations regarding the alleged deviations from the approved plan and the quality control measures implemented.

The Lokayukta’s action signifies a serious investigation into the alleged corruption and negligence surrounding the KR Circle underpass construction, aiming to identify those responsible and ensure accountability for the substandard work. The next hearing is scheduled for November 27th, where the responses from the officials will be reviewed. The court also directed the PWD to submit a report detailing the remedial measures undertaken to address the issues with the underpass.
