Agricultural officers in Andhra Pradesh are requesting the establishment of a screening committee to oversee promotions within the department. Currently, promotions are based solely on seniority, leading to concerns about competence and efficiency.
The Andhra Pradesh Agricultural Officers’ Association argues that a screening committee is necessary to assess officers’ performance, knowledge, and suitability for higher positions. They believe this will ensure that only deserving candidates are promoted, improving the overall quality of agricultural administration.
Officers point to instances where less experienced but more capable individuals are overlooked in favor of senior colleagues. This, they claim, negatively impacts the implementation of government schemes and the delivery of services to farmers. They suggest the committee should include experts from agricultural universities and research institutions to provide an objective evaluation.
The association highlights that several other departments in the state already utilize screening committees for promotions, and they believe the Agriculture Department should follow suit. They argue that the nature of agricultural work demands specialized knowledge and skills, making a merit-based promotion system crucial.
Specifically, they are requesting the committee be formed for promotions to the Grade-I and Senior Agricultural Officer positions. They have submitted a representation to the State government outlining their demands and emphasizing the need for a transparent and efficient promotion process.
The officers believe a screening committee will boost morale within the department, encourage professional development, and ultimately contribute to the advancement of the agricultural sector in Andhra Pradesh. They contend that prioritizing merit over seniority will lead to better decision-making and improved outcomes for farmers. The association plans to continue pursuing this matter with the government until a positive resolution is reached.
